Who is BizPAct aimed at?

It is for regional small and medium businesses, businessmen and entrepreneurs who are considering starting a business, or expanding or otherwise developing existing businesses.

Anyone falling into these categories is eligible.

What This Manual Is For

The purpose of this manual is to provide a comprehensive set of templates and supporting guidelines by which regional entrepreneurs and small and medium businesses can attract investment to support, develop or grow new or existing businesses through BizPAct.

Who The Investors Are

The investors are predominantly Sri Lankans. Some of these may be living abroad – in Australia, United Kingdom, Canada, or the United States of America. BizPAct has connections with an expanding base of such investors who are interested in supporting regional small businesses in Sri Lanka.

What Sorts Of Investments Are Offered

BizPAct encourages a wide range of investment opportunities, which may be philanthropic in nature, commercial, an investment in terms of resource or expertise (coaching, mentoring & training), or capital investments (capacity building). What BizPAct – Investment In Sri Lanka Is

BizPAct – Investment in Sri Lanka is an initiative designed to facilitate investment between Sri Lankan businesses and entrepreneurs and Sri Lankan investors living both in Sri Lanka and living outside the country. The initiative is coordinated through Business for Peace Alliance, a Sri Lankan not-for-profit company which is owned by the network of District Chambers of Commerce in Sri Lanka. The initiative is non-profit-making, though it recoups its modest costs by claiming a small commission on successful investments.

The initiative provides a process and expert assistance for developing attractive investment opportunities and facilitating an introduction to investors at home and abroad. An explanation of the process and assistance provided is detailed in this manual.

Who BizPAct – Investment in Sri Lanka Is Partnered With

BizPAct – Investment in Sri Lanka is partnered with the District Chambers of Commerce, the Ceylon Chamber of Commerce, and other specialist partners providing expertise in export, finance, law and research.

Monitoring & Review

In line with the Memorandum of Understanding signed between the concept originator and BizPAct – Investment in Sri Lanka, the BizPAct project team may approach the investor, his/her appointed agent, the District Chamber and/or the concept originator to monitor the investment and its implementation through time. At the end of the investment period, the BizPAct project team may approach any or all of the above-mentioned parties in order to conduct an evaluation, which will be shared with the Enterprise Steering Committee. The BizPAct project team may also use the evaluation as the basis of a case study for promotional purposes.

Appeals Process

Concept originators reserve the right to appeal at any stage of the process. Any appeal should be made in writing, and addressed to:

Any appeal will be considered by the Enterprise Steering Committee at the next convenient quarterly meeting. The ruling of the Enterprise Steering Committee will be relayed to the Concept Originator in writing, and is final.

Who Is Involved

BizPAct Project Manager

The BizPAct Project Manager heads a team which is responsible for managing and maintaining the end-to-end process, receiving Concept Papers, liaising with concept originators throughout, filtering concepts through the evaluation criteria, promoting concepts via the BizPAct website, facilitating access to professional support and ultimately to investors, recouping costs, and conducting monitoring and evaluation of successful investments.

BPA Media & Comms Unit

The BPA Media & Comms Unit is responsible for promoting the BizPAct – Investment in Sri Lanka initiative to regional businesses and entrepreneurs (though District Chambers), and to investors. It is responsible for growing these communities, for identifying complementary initiatives and/ or partners within and beyond Government, and for promoting the initiative through case studies.

Enterprise Steering Committee

The Enterprise Steering Committee is an independent body of experts, providing impartial, informed advice on the processes deployed by BizPAct – Investment in Sri Lanka, the integrity of the initiative though time, and endorsing specific recommendations for investment.

Research Partner

The Partner is responsible for providing relevant, accurate, up-to-date content on various business contexts within Sri Lanka, to be uploaded onto the BizPAct website to inform both concept originator and investor.

District Chambers

The District Chambers are responsible for local promotion of the BizPAct – Investment in Sri Lanka initiative, providing a trained contact person to deal with all associated enquiries, and support the end-to-end process, which may include overseeing successful investments.

INVESTMENT FORUM-JAFFNA

BizPAct hosted an investment forum in Jaffna during the first week of January 2010.
